The West Virginia State Treasurer’s Office provides state agencies and local governments the ability to invest funds with other pooled participants through the West Virginia Board of Treasury Investments. Investment pool options include the WV Money Market Pool, the WV Government Money Market Pool, and the WV Short Term Bond Pool.

Opening an Investment Account

• The first step in opening an investment account is adopting the Resolution Authorizing Investment in the Consolidated Fund.
• Next, complete the Local Government Account Request Form and iPAS Application.  For more on iPAS, see below.
• Submit the completed forms to the Treasurer’s Office, using the mailing address at the bottom of the Account Request Form.
• After the account is approved, the opening deposit will be processed, and an account number assigned.
• The account number will be provided via mail.
• There is no limit as to the number of accounts a Local Government may open.

iPAS

iPAS is the WV State Treasurer's Office Internet Participant Access System. 

• iPAS allows local governments with Board of Treasury Investment accounts to view account balances in real-time, review and print account statements, and request account transactions on-line.
• To apply for iPAS, complete the second page of the Local Government Account Request Form and iPAS Application.  Each user will receive a User ID, a Password, and an instruction manual.
• The Treasurer’s Office must be notified immediately of any changes in personnel authorized to access iPAS. Please complete and submit the iPAS User Update form to request changes to user profiles.

Requesting Investment Account Transactions

The WV Money Market and WV Government Money Market Pools allow daily contributions and withdrawals. Activity for the WV Short Term Bond Pool is processed on the first working day of each month.  Please contact Participant Accounting for specific Short Term Bond Pool instructions.

The most efficient way to request account transactions is through iPAS.  If you are unable to use iPAS, Deposit, Withdrawal, and Transfer forms are available.  Complete the form, and fax it to 304 340-1507.

Regardless of the method used, the deadline for same-day processing is 9:00 a.m.  Requests received after 9:00 a.m. will be held until the following business day.

Reporting

iPAS users may view and print account statements whenever needed; otherwise a statement for each account is mailed after the close of each month.
